Planning commission to review proposed Bixby development on March 4

ADRIAN — The former Bixby Hospital is now razed nearly to the ground, and the Adrian City Planning Commission is schedule to review plans for a residential development on the site at its March 4 meeting.

Real estate developer Collier Gibson is proposing to build a community of single-family rental homes on the site, which is on the northwest corner of Riverside Avenue and Kimole Lane. The engineer’s drawings that were submitted to the city for review show 63 houses on 7.45 acres. Groups of homes would be clustered around shared community areas.

The site is currently zoned for office use, but the developer is asking the planning commission to authorize a Planned Unit Development, which is a tool that can be used to add flexibility to the city’s zoning as long as the proposed use is in line with the city’s future land use plan. The city’s master plan, which was adopted in 2021, calls for the area to be residential in the future.

In addition to the developer’s proposal, the planning commission will review a city staff analysis that was prepared by planning and zoning administrator Jeremiah Klemann with input from the utilities and engineering departments.

The city staff analysis says that:

  • Existing utilities are adequate to support the proposed development.
  • The plans meet the city’s height and setback requirements.
  • The amount of off-street parking is sufficient, as are the proposed sidewalks and walkways.
  • The proposed use is generally compatible with the use of adjacent properties.

The analysis also recommends that approval be conditional upon the Lenawee County Drain Commission reviewing the plans.

The planning commission will meet at 7 p.m. Tuesday, March 4, in the City Chambers Building, 159 E. Maumee St. Planning commission meetings are open to the public.
